Hotmail/Outlook won't allow management of groups

I've already read the suggestions about managing groups, adding or
deleting contacts, etc. The answers don't apply to my case. A--I do not
have a 'down arrow' next to the 'All' at the top of my contact list.
B--When I scroll down the list and choose a group from within the
'Contacts' list, the answer says there should be added a 'Groups' menu on
the top bar. There isn't. I've looked at everything I've got here in this
Hotmail/Outlook 'People' tab, and none of the suggestions helps, because
there is no way to access who is within the group, or to do anything with
the group at all, except to send an e-mail, which takes me to the Outlook
tab. Then I can see who is in the list that the e-mail would be sent to. I
can delete individuals here, but this isn't permanent in the Group List
under the 'People' tab. What is wrong with my version of Hotmail/Outlook?
It seems that a lot of other people are experiencing the same problems I
am.
